The mice have a brilliant plan to stay safe from the cat. There's just one problem.

THE MICE IN COUNCIL

Once upon a time, all the Mice met together and talked about how to keep themselves safe from the cat. They thought of many ideas. Then a Mouse who was very wise and respected stood up and said, "I think I have found a plan that will keep us safe. We tie a bell around the neck of the cat. When she comes near, the bell will jingle and warn us!" All the Mice cheered. They loved the idea and were ready to say yes — when an old Mouse stood up and said, "I think the plan is wonderful. But can I ask one thing? Who is going to put the bell on the cat?"
